TEXAS PLANS TO EXECUTE:
CARL HENRY BLUE, convicted of killing his ex-girlfriend in 1995 by burning her alive at her apartment in College Station. Blue’s attorneys argued unsuccessfully that he was mentally impaired and therefore ineligible for the death penalty. He acknowledged drinking and smoking crack the night of the slaying.
