In the 45 years I have been writing about or investigating law enforcement, I have seen little progress in changing white cops’ attitudes about race, despite great efforts by upper management. It probably would be more effective to weed out biased candidates before they are hired, but I’ve seen many examples in which psychologists raised red flags about a candidate’s racial bias and authoritarian tendencies only to be ignored.
